New Composting Legislation 2010 environmental permits

the new legislation states that under the exemption T23 you can:

Compost up to 80 tonnes at any one time as long as you compost the waste at the place of production and use the resultant compost at that place too.

or 

compost up to 60 tonnes if you are

• 'bringing waste from other places to be composted or
• going to use the resultant compost at a different place
